Can the pictured manifold blocks define a complete rack manifold?

No. The image shows compact distribution blocks. A rack manifold needs its own controlled drawing, branch-flow schedule, mounting, connectors, isolation, wetted-material list and agreed test requirements.

Chassis distribution

Compact blocks distribute flow between local cold plates. Define branch spacing and hose routing against the server or equipment drawing.

Rack distribution

A rack manifold needs its own mounting, connection, isolation and service specification. The pictured chassis blocks do not establish a rack-system rating.

Facility interface

Define where the manifold scope ends and the CDU or facility piping begins. Assign flushing, coolant filling, balancing and commissioning.
